The reason Microsoft no longer provides detailed change logs for Windows Phone updates

Microsoft has become increasingly vague about what Windows Phone updates contain, most recently seen with the announced Windows Phone 7.8 update.
WindowsPhone Italy asked their local Microsoft rep about this and received the following response.
They have been told that the reason Microsoft does not provide detailed change logs is that in the end the carriers decide what updates buyers will receive, for example removing Tethering from an update, and by not saying exactly what the update should contain this prevented a backlash against their carrier partners.
This reasoning of course makes sense, but leaves users unable to hold carriers accountable for their meddling, as they can not point to an official list and show a difference between what was promised and delivered.
Windows Phone 8 promises more direct, Microsoft-driven updates, but I suspect carriers will continue to have the final say.
