Share Contracts working inconsistently on WP8.1

Something seems to be wrong (or have changed) with Share Contracts in Windows Phone 8.1 which has made some share destinations unavailable from some locations in Windows Phone, but not others.
The issue can easily be seen by trying to share a picture from the Picture Hub. Common share targets like Twitter and WhatsApp are unavailable, while trying to share the same picture from the Microsoft Files app produced a much longer and more populated list with both apps available. The issue is present in both WP8.1 and Update 1.
Given that the Twitter app was recently been updated it is difficult to explain what is going on, but it is certainly not consistent with how we expect Windows Phone to work.
