OverDrive has finally updated their Windows app, releasing a UWP app for the service for both phone and PC which allows users borrow ebooks for free from their local library.

The service supports both ebooks and audio books, and to join users simply need their library card.

The app appears to be a web app, but is very well executed and features full offline ebook and audiobook support.

The app supports both PC and Mobile and can be found in the Windows Store here.
