"Unknown layout specified in manifest" error takes down Windows Store for Insiders (with possible solution)

Since yesterday Windows 10 Insiders on Phone and PC have been complaining of an error which has made it impossible for them to use the Windows Store.
The store delivers the error:
Something bad happened.
Unknown layout specified in manifest.
The origin of the error appears to be server side and not all Insiders are affected.
Microsoft is aware of this, with Dona Sarkar tweeting that they are looking into it:
#WindowsInsiders we are aware of the Store not being available. We are investigating.

One suggested solution has been to Reset the Store. This can be done by going to Settings > Apps > Scroll to Store > click on Advanced Options > Press the reset button.
While this solution is endorsed by Dona it does not work for everyone, and is not available at all on Windows 10 Mobile, meaning many are waiting for Microsoft to fix the backend.
