The PayPal app for Windows Phone has had its first update in 6 months, going from version 4.2.0 to version 4.2.1.
It does not come with any changelog, but I suspect only very minor bug fixes.
The PayPal app lets you:

• “Local” feature where you can find local merchants who are using our PayPal Here™ service and pay them with PayPal.
