Neowin is adding its own rumour before today’s Mango activities start. They report that Windows Phone 7.5 may be Release To Manufacturers today, and will be rolled out (via the carriers) to all phones in September.

This would of course be the dream scenario, which did not quite pan out when NoDo was rolled out last month. It does however appear plausible, and OEMs certainly need a stable base to work from when building devices for Q3/Q4 release.

Neowin also reports that some developers will be allowed to flash their devices to Mango earlier, which can only lead to leaked ROMs all over the place (if we are lucky enough  😉 ).
