I suspect many of us will be running in the “United States (English)” region starting today, as Joe Belfiore, corporate vice president of Microsoft Windows Phone, has confirmed that some features of the Windows Phone 8.1 update, such as Quiet Hours and Inner Circle will only be available with Cortana, which will only roll out to the rest of world starting late 2014.

Quiet Hours is a feature that will block call and text message notifications during specific hours, such as when you are sleeping or during meetings.

Inner circle is a feature where a selected number of contacts will be able to break through this block and contact you even during quiet hours.

It is not clear what else is tied to Cortana, but given that is is confirmed changing your region to that of the US does enable it, this will hopefully not be a major issue to most.
