Since installing Windows 11 version 24H2, users of Safe Exam Browser (SEB) version 3.7 or older face issues launching the application. Microsoft confirmed the problem started on September 30, 2024, and officially resolved it by May 9, 2025.
Devices with outdated SEB software (version 3.7 or below) now have a compatibility block, stopping them from automatically updating to Windows 11 version 24H2 via Windows Update. IT admins can identify affected systems using the safeguard ID: 49562592.

Microsoft advises upgrading Safe Exam Browser to version 3.8 or later before installing the latest Windows update. Users who’ve already upgraded their SEB version but remain blocked after 48 hours should contact Safe Exam Browser Support for further assistance.
If you prefer manually installing Windows 11 version 24H2 using the Media Creation Tool, follow the instructions presented during installation to bypass the compatibility block after updating SEB.
The issue specifically impacts Windows 11 version 24H2 users, no server editions are affected.
For a smooth upgrade, get Safe Exam Browser 3.8 first, then proceed with the Windows update to avoid disruption to your workflow.
