I don’t know if Julien Scapman’s status as the developer of TouchXperience should give him more or less credibility, with that software typically overambitious in scope and vaporous in delivery, but I believe readers can judge his latest claim for themselves.

Julien has posted that he intends to release a Device Manager for Windows Phone 7 devices which would feature the ability to developer unlock all devices, side-load and manage applications, explore the device and transfer and sync files, including over WIFI.

He notes if the app becomes popular enough he may create an open marketplace for non-commercial applications, and said the first version of the app will be released in the next few days, which means he did not give himself much time to put up or shut up.
