Microsoft previously indicated that they would be releasing Windows 10 development branch builds to devices which shipped with Windows 10 Mobile and not to older devices, until Windows 10 Mobile shipped officially. Now that the roll-out has begun, Microsoft’s limitation has been lifted.

Microsoft’s Jason posted this in the Insider web forum,

What does this mean for Windows 10 Mobile builds from the Development Branch?
A:  Currently builds from the development branch have been made available to the Lumia 950, 950 XL, 650, 550, Xiaomi Mi4, and Alcatel OneTouch Fierce XL. In the coming weeks we will be making future Windows 10 Insider Preview builds available to devices on the updated Windows 10 Mobile device list. We will add devices to the Windows Insider Program as more devices launch with Windows 10 Mobile.

This means that the following Microsoft Lumia devices will now be able to get RS1 builds in the coming weeks. Windows Phone 8.1 Denim: Lumia 1520, Lumia 930, Lumia 830, Lumia 735, Lumia 730, Lumia 640 XL, Lumia 640, Lumia 638 (1 GB RAM), Lumia 636 (1 GB RAM), Lumia 635 (1 GB RAM), Lumia 540, Lumia 535, Lumia 532, Lumia 435, and Lumia 430. As well as the Blu Win HD and HD LTE.
