Microsoft is investigating a bug with the Microsoft Launcher on the newly launched Samsung Galaxy Note 10.
The issue is the notification badge on the home screen which shows that you have 99+ outstanding notifications (such as missed calls) in the phone app, something which can be annoying for some kinds of users, and of course cause you to miss actual missed call notifications.
The issue was raised by ex-Microsoftie Ben Rudolph who tweeted:
OK gang, help.
Just upgraded to a #Note10Plus, and can't figure out how to clear the 99+ notifications in Phone, on Microsoft Launcher. Scrolled through calls and contacts, tried clearing with "clear notifications on open". Still there.@VishnuNath, ideas? pic.twitter.com/EXUqLaEOEb

The issue appears to be wide-spread and I have had it myself (though today it appears to have spontaneously resolved).
