We have just received a report that Marketplace has been inaccessible for the last 4 hours.
We were able to confirm this, with my phone (in UK) also not being able to install applications.
When trying to install an application the phone throws up an error, saying â€œCanâ€™t get this information at the moment. Check again in a little while.â€
In Germany a thread at Pocketpc.ch confirms the issue is widespread.

Update: From the reports in the comments below the issue appears to be worldwide, likely involving the licensing of the apps. Some users are however unaffected.
Update 2: Tom reports again that pre-NoDo devices (7004 and 7008) are unaffected. Can our readers confirm?
Update 3: Interestingly the issue also affects Zune Pass, suggesting again to me that a server handling licensing of content is having issues.
Microsoftâ€™s official statement:
We have received reports that customers are having problems accessing Windows Phone Marketplace. We are investigating these reports and will provide an update when we have more to share.
