We have mentioned earlier that it is often the OEMs, not the carriers, who delay Windows Phone software updates, as Microsoft is often slow to deliver new software for the carriers to test and release.

It seems the latest devices to fall victim to this is the HTC 8X and the Lumia 630.

For the HTC 8X, it seems the company has decided not to invest in testing and releasing the Update 1 to the HTC 8X.  This is somewhat understandable, given that the device likely sold in small volume, and HTC is a rather small company.

Unfortunately Microsoft Mobile is also not bringing WP8.1 Update 1 to the Lumia 630, which is less understandable, given that the Lumia 63x series have been very good sellers, according to AdDuplex.  This of course also raises questions about whether the handset will get the W10 update, with Microsoft now not saying all Windows Phone 8 handsets will be updated.
