Well, that was quick. Yesterday we reported that Your Phone was available for regular Windows 10 users on the April 2018 update.
Today Microsoft has removed that access, saying they were not quite ready.
#YourPhone folks on 1803, we aren't quite ready for you yet. We will be back once we are! For now we would love your feedback on WIP.

New users will not be able to install the updated version of the app now, but if you have installed it, it should remain working.
Microsoft’s Your Phone app allows for integration with the messaging app and the photos apps for Windows 10. The app had previously been restricted to Windows 10 users on version 19H1 or fast ring users on Redstone 5 and is now again.
Your Phone for Android users will come with SMS sync and notifications, while iPhone users will have photo sync due to iOS’s restrictions.
Your Phone is available from the Microsoft Store from this link here.
