Google began rolling out two new admin settings that change how Google Forms can be shared and submitted across Workspace domains. These updates let administrators block users from sharing forms outside the organization and stop them from responding to external ones, something previously only managed at the Drive level.
Both settings appear under the Admin Console inside Drive and Docs > Form responses. Admins will find them turned on by default, with a rollout spanning up to 15 days for both Rapid and Scheduled Release domains. Once active, these toggles operate independently from general Drive sharing rules, giving IT staff more focused control.
The first setting stops users from submitting responses to forms created outside the domain. This prevents staff from accidentally sharing internal information with unknown sources via external surveys.

The second setting stops externally submitted responses to forms created inside the organization. This closes off external participation even when links are shared widely, ensuring forms can remain private to internal audiences.
The changes apply to nearly all Workspace editions, including Business, Enterprise, Education, and nonprofit tiers. Users won’t see anything new in their interface—this control lives entirely with admins.
This move addresses long-standing concerns around form misuse, particularly when companies want to share files externally but limit feedback collection. By separating these permissions, Google gives organizations more nuanced options for protecting their data without shutting down collaboration completely.
