Twitter launched its Periscope Live Streaming app only a day ago, and for the iPhone only, but already a 3rd party Windows Phone app is available in the store.
At present the app only lets you sign up, search for users and watch streams, but the developer plans to eventually support the full gamut of features, including broadcasting your own streams.
