Microsoft has the Surface Pen, Huawei has their own Pen, HP has their pen, but no Windows device has had a pen that works across all devices.
Along with its Windows Ink platform, Microsoft’s Bryan Roper has also announced that Microsoft is developing a pen in conjunction with Wacom that works with the a lot of pen-enabled devices.
Forgot something big! We are working with Wacom to create a pen that will work across a huge number of pen enabled devices!!!! #Build2016

This means that you will be able to use this pen with devices like the Microsoft Surface and the Huawei Matepad and the HP Envy Note tablets.
With the Windows Ink platform , it makes sense for Microsoft to double down on the pen capabilities of their device, and what better way to do so than to make a universal pen.
