Microsoft is throttling availability of Windows 10 20H2

Despite Windows 10 20H2 only being available to seekers currently, Microsoft is still being quite cautious about its roll-out.
In the Windows 10 Health dashboard, the company revealed that current delivery is throttled, so that even if you are a seeker with no specific blocks Microsoft may still not offer the OS update to you.
They write:
Current status as of October 20, 2020
Windows 10, version 20H2 is available for users with devices running Windows 10, versions 1903 and higher who manually seek to “Check for updates” via Windows Update. The recommended servicing status is Semi-Annual Channel.
Note We are slowly throttling up availability over the coming weeks to ensure a reliable download experience. As a result, the update may not be offered to you right away. For more details, see How to get the Windows 10 October 2020 Update.
Microsoft may be waiting to see if any more issues pop up. Currently, there are two unmitigated issues still under investigation:

If you are desperate for what is a relatively minor update, you can still force the update via the Windows 10 Media Creation Tool.
