Update: The issue has been fixed:
We made a change that we think fixed this. Cold boot your console to get the fix and test it (fix will happen automatically). Let me know.

Xbox One owners are reporting issues with game streaming to Windows 10 this morning. Reports of Xbox One game streaming not working started appearing on Twitter earlier in the morning, and users on Reddit are also confirming the issue. Interestingly, the issue doesn’t seem to be affecting all users and some are still able to stream games to their Windows 10 PC from their Xbox One without any problems.
In our case, we also had problems connecting to our Xbox One while trying to use the feature. I have tried connecting to my Xbox One S on my main computer with a Windows 10 Insider build, and one my laptop which has the latest Windows 10 Creators Update release, but none of them are able to connect to the Xbox.
There doesn’t seem to be any fix or workaround available for this issue as of yet, but resetting the Xbox app in Windows 10 also doesn’t seem to help, in case you’re wondering. It is possible the issue is just a temporary problem — so we’ll make sure to let you know once it’s fixed.
