Windows Phone has always supported multiple browser tabs in separate windows.

Now VLC’s Thomas Nigro has shown that in Windows 10 Mobile even regular apps are able to open multiple windows also, meaning apps such as 3rd party browsers can now work the same as the built-on app.

Of course its not clear what other application this will have, and if it will be available in the final release of the OS, but one area where it can really make a difference is in Continuum mode, where it would make apps more powerful by allowing one to cut and paste from different Excel sheets for example.
