The fourth Windows 10 Mobile Insider preview went out last week bringing with it a few new features, as well as a lot of new bugs in tow.
Aside from the usual stability issues, users reported missing the start screen, settings app and several other critical parts of the OS. I personally had to hard reset three times before the build worked as intended, previously missing mail and calendar, apps, store, settings as well as a host of other critical apps.
Gabe Aul, head of the Windows insider program has tweeted that it will be unlikely that this build will be heading out to insiders in the slow ring because of various issues.
@RaDwAnSaId 10080 isn't likely to go to Slow ring because of a few issues being reported. Will look to next build as candidate for Slow.

Bearing in mind the issues experienced in the build, this seems to be a good call on Microsoft’s part. The slow ring is for insiders who prefer to be on the bleeding edge – albeit in a more stable build,- a missing store or settings app might make the experience slightly more painful than it should be.
