Program Managers are the ones responsible for implementing features in Windows Phone, and today Microsoft posted a brief video looking at the lives of three members of the Windows Phone team, s: Terri Chudzik (Lead Program Manager), Klorida Miraj (Senior Program Manager) and Bayo Olatunji (Program Manager).
They note that in Microsoft employees are measured by their achievements, and not how long they take to achieve, which may explain why it takes so long to get new features on Windows Phone.
