Luckily, there is an app called TileScreen which does exact what you want. You wouldn’t believe there are so many different ways to customize your home screen before you have seen this app.

TileScreen is about designing your home screen tile patterns. It does not change your tile positions automatically, rather allows you to browse stock designs coming with the app, or browse others design from WP community. You can directly use you favorite designs to change your home screen. Once you get some inspiration from those designs, you may want to design your own patterns, for use by yourself or share them with others. Since the service is hosted in the cloud, you can see new shared designs without upgrading the app.
