Around 30% of Windows 10 Mobile handsets are still not on the Windows 10 Anniversary Update.

For those devices on Threshold 2 it seems Microsoft has decided to push out a new build of the OS, taking it to build 10586.682. The new build does not take the devices to the Anniversary Update and it is not clear what advantages it brings, but it is presumably the usual bug fixes and performance improvements.

The update may be particularly beneficial for devices such as the Moly above which was never allowed onto the Anniversary Update and also older Windows Phones which managed to get up to Threshold 2 via the Insider program but which were ultimately stranded when Microsoft did not allow them onto the Anniversary Update.
