VLC of Windows Phone is slowly edging closer to the store, and the latest peek at this process is via Hugo Beauzée-Luyssen, VideoLAN Developer, who posted the above screen shot of a test video running on a Windows Phone.
He notes:

The app will support Windows Phone 8.1 and popular formats like MKV. Hopefully we will soon start seeing alphas and betas hitting the store, and finally lay this long-running issue to rest.
